Position Summary:
Under general direction from the Chief Executive Officer, responsible for all financial and fiscal management of the Table Mountain Casino Resort (TMCR). Provides leadership and coordination in the administrative, business planning, accounting, compliance and budgeting goals of TMCR property and business operations. Ensures that all accounting and financial operations are executed in accordance with the system of internal controls, and all applicable tribal, state, and federal gaming regulations.

Essential Duties & Responsibilities:
- Oversees financial and accounting system controls and standards and ensures timely financial and statistical reports; advises the CEO and Board of Directors with respect to financial reporting, planning, practices, financial stability, liquidity, and financial growth.
- Develops financial and tax strategies as well as performance measures that are consistent with TMCR's strategic goals and objectives.
- Maintains relationships with tribal staff and leaders, lenders, financial institutions, investment community and other external stakeholders.
- Establishes major economic objectives and policies; directs the preparation of reports that detail TMCR's financial position in the areas of income, expenses, and earnings based on past, present and future operations.
- Directs the implementation of strategic business and/or operational plans, projects, programs, and systems.
- Ensures effective internal controls, optimum efficiencies, improvement of processes, and compliance with Generally Accepted Accounting Principles, AICPA Standards, State Gaming Compacts, NIGC MICS, and the Tribal Gaming Commission Office.
- Directs all financial and fiscal management activities. This includes providing leadership and coordination in administrative, business planning, accounting and budgeting.
- Recommends and coordinates effective management systems to optimize profitability over the budget year, and in the achievement of short-term and long-term financial goals.
- Prepares and reviews proformas and budgets of new and existing TMCR operations; recommends annual budget for Board approval and achieves the financial objectives of the organization by exercising control and implementation over the budgetary processes of all facilities and capital budgets.
- Reviews activity reports and financial statements to determine progress and status in attaining objectives; revises objectives and plans in accordance with financial conditions.
- Strengthens the financial team’s effectiveness by training, coaching, and mentoring team members while communicating TMCR strategies, and objectives.
- Contributes to the organization’s fiscal growth and stability by offering information and opinion as a member of the executive management team.
- Contributes to a team effort and accomplishes related results, as required.
- Oversee the preparation and review of accuracy of all financial reports, including income statements, balance sheets, cash flow, required tax reports, and reports for government regulatory agencies.
- Responsible for strategic contribution as a member of the Executive Management team by assessing operating results in terms of profitability, performance against goals, financial plans, as well as industry standards and guidelines.
- Guide financial decisions by establishing viable controls, long-term financial plans, operating policies and procedures.
- Participate and appraise the financial results of each casino function. Offer perspective to Executive Management team.
- Ensure the timely completion of financial reports and statements, in accordance with GAAP standards.
- Prepare Casino revenue and cash flow projections against budgeted expectations with suggestions for improved results.
- Act as resource for department directors on financial and budget issues.
- Responsible for maintaining the Casino System of Internal Control and insures compliance and adherence with Rancheria, Tribal Gaming Commission, or State and Federal gaming regulations, as applicable.
- Analyze all Casino departmental results monthly and quarterly and determine opportunities to enhance results, programs, activities, staffing and control processes.
- Remain current on applicable regulations and legislation relating to Gaming Industry and the Casino Operation.
- Must adhere to all aspects of the Anti-Money Laundering (AML) Program and its regulations including, but not limited to, Title 31 Cash Transactions, Suspicious Activity Reporting and Customer Identification requirements.
- Oversee Accounting, Planning, Count Room, Cashiering, Purchasing, Revenue Audit and Cage providing leadership and guidance to each function aligned with property objectives.
- Responsible for preparation and presentation of financial reports to CEO and Casino Board of Directors.
- Performs other duties as required.

Access to Sensitive Areas: All sensitive areas as approved by the CEO.
Signatory Authority: All accounting and financial related forms and contracts as well as all Financial personnel forms.
Minimum Qualifications:
Bachelor’s Degree in Business or related field plus seven (7) years of experience in Casino financial management with progressive responsibilities handling finance, control, technology, regulatory and planning functions. Automated accounting and reporting systems knowledge required. Excellent skills in communication, leadership, interpersonal, analytical, decision making and problem solving are required. Must be 21 or older. Must be able to successfully pass a pre-employment drug/alcohol screen, background investigation, obtain and maintain gaming license.
Knowledge, Skills and Abilities:
- Knowledge of commercial and Indian gaming.
- Knowledge of tribal government.
- Knowledge of the principles and practices of management accounting, finance, and business administration.
- Knowledge of the standards, policies, practices, and procedures of Generally Accepted Accounting Principles and Governmental Accounting Standards.
- Knowledge of the development, preparation, and control of budgets.
- Knowledge of managerial and statistical analysis techniques and reporting procedures.
- Excellent verbal, written communication and interpersonal skills.
- Skill in operating business computers and office machines, in Windows Software, including specifically Word, Excel, Access, PowerPoint, and PC-based computerized accounting software.
- Knowledge of Treasury Management.
- Skill in preparing, reviewing, and analyzing operational and financial reports.
- Skill in providing leadership to, supervising, training, and evaluating assigned staff.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Ability to develop and execute strategic plans to establish rapport with senior executives.

Physical Demands:
Regularly required to stand, walk, sit, push, pull, bend, reach with hands and arms, lift and/or moves up to 10 pounds. Must be able to communicate effectively in person or using telecommunications equipment, and have the hand-eye coordination and manual dexterity to operate a keyboard, touch-screen display, telephone and calculator.
Work Environment:
While performing the duties of this position, the work environment noise level is moderate to noisy and employee will work indoors and outdoors (exposed to weather conditions). Additionally, the employee will be exposed to cigarette smoke.
